Luis A. Breuer has a Master in Law Degree (LL.M.) from Harvard Law School and a summa cum laude degree in law from the Catholic University of Asuncion.

His areas of expertise are: Foreign Investment, Corporate Law, International Business Transactions, Energy, Agribusiness, Banking, Trusts, Structured Finance, M&A, Negotiation and Arbitration.

He was a partner of two of the main international law firms in Paraguay.

In his professional career he has advised several Fortune 500 companies and multinationals.

Likewise, he counseled governmental agencies and in projects financed by multilateral organizations such as the World Bank, IDB, IFC, OPIC, among others, and collaborates in publications of some of these organizations.

Among many other M&A and foreign investment transactions, Breuer has been one of the counselors of a foreign bank in the first sovereign bond issue of Paraguay ($400 million), and also in the first international bond issue of a private bank in Paraguay ($200 million), and many other.  He has counseled an American company in the major acquisition effected in Paraguay the agribusiness sector, and the most important merger in the insurance sector by companies of Spanish and Brazilian capital ownership.  

He has also been legal counsel of the Asuncion Stock Exchange.

In 2012 was appointed as Ambassador and Permanent Representative for Paraguay at the Latin-American Integration (ALADI) and Mercosur (Common Market of the Southern Cone) in Montevideo, Uruguay where he negotiated a great number of multilateral agreements.

From 2013 to 2018, Breuer held the most relevant legal positions in the energy sector of Paraguay, first being appointed as the Head Legal Counsel of Yacyreta Binational Entity (Paraguay and Argentina), and in 2014, as the Executive Legal Director and Member of the Board of Itaipu Binacional, the largest producer of hydro-energy in the world, owned by Paraguay and Brasil, and the most valuable strategic asset of Paraguay. He was in charge of all the legal matters of Itaipu, including energy and financial matters, negotiation, international corporate and commercial matters, arbitration, litigation supported by a staff of around 70 attorneys.

Luis Breuer has acted as a consultant to multilateral organizations in the drafting of bills for submission to Paraguay’s National Congress, in the areas of, foreign investment, public debt issuance, energy, mining, telecoms, securitization, corporations, arbitration and mediation and risk qualifying companies.

In the energy sector, he pursued studies and advised clients on energy law and regulation, and in local and international power projects involving natural gas, oil and hydro-energy.

Breuer led and coordinated litigation and arbitration teams both in private practice and as the head legal counsel of the binational entities mentioned above.

He was also one of the leading members of the team that led the reorganization project of Paraguay’s energy and mining law and regulation.

In the international arbitration area, Breuer is honored to be a member of the International Court of Arbitration of the International Chamber of Commerce (ICC) for a second term (2018-2021), and of the ICC Arbitration and ADR Commission of the ICC.

Luis Breuer is also part of the list of arbitrators of the International Centre for the Settlement of Investment Disputes (ICSID) for a second term (2018-2024).

Lately, he has been appointed by the government as part of the panel of arbitrators under the Free Trade Treaty between MERCOSUR and Israel.

He has been the consultant in charge of drafting the bill “Arbitration and Mediation Law” of Paraguay, which was later passed by Congress as Law No. 1879 on Arbitration and Mediation, currently in force.

Breuer is also a Past President of AmCham Paraguay (2009-2010), of the Foundation of such chamber and the Pacto Etico Comercial, destined to create the basis for ethical corporate conduct.

He is honored to be the Country Contact for the Harvard University Alumni Association (HAA) in Paraguay and travels regularly to Cambridge, MA to attend the Leadership Alumni Conference of the HAA. Luis Breuer has also participated in the Negotiation and Leadership courses and held meetings of analysis with experts of the Harvard Program on Negotiation (PON).

Breuer is a contributor and author in chapters on international arbitration in books published in Paraguay and abroad. He has written legal articles on international arbitration, foreign investment, jurisdiction and public order, structured finance, energy, trusts and corporate matters.
