Lourdes Breuer has a Master in Environmental and Urban Law from Limoges University in France (2009), and a Master in Corporate and Commercial Law from Universidad Austral in Buenos Aires (2015).

Her practice focuses on the business, government and institutional applications of environmental law and regulation.

She maintains a selective litigation practice before administrative agencies. She served as an officer for the Environment, Health and Safety Law committee of the International Bar Association (IBA) representing Latin America for 2 terms.

In the last ten years, she got involved in major financial transactions and debt restructuring representing foreign investors in Paraguay including financial institutions.

Lourdes Breuer practices law in the areas of commercial and corporate law, foreign investment, international business transactions, energy, M&A, agribusiness, telecoms, banking, financial, trusts and securities markets.

In her professional career she advised several multinationals from USA, Europe and Asia. Likewise, she counseled governmental agencies such as the Housing Ministry and in projects financed by multilateral organizations. 

Lourdes Breuer with Luis Breuer have been counselors in the first international bond issue of a private entity (Banco Continental) in Paraguay, for $200 million.

She advised clients on environmental law and regulation, and in local and international projects involving agribusiness.

Lourdes Breuer led and coordinated litigation in private practice involving intellectual property rights, enforcement and compliance matters.

As a pro bono activity, she has been appointed President of the Paraguayan Advertisement Chamber, Women Chapter offering mentoring, courses and coordinating inspiring meetings for young women in the country.

She was Secretary of Women Democracy Network Paraguay and founder of the organization in the country.
